Ali Rıza Öner

Ali Rıza Öner is an energy engineer with nearly three decades of professional experience in renewable energy, waste management and waste-to-energy, carbon management, sustainability policy, and infrastructure investment advisory. Throughout his career, he has developed an integrated approach that combines technical expertise with financial, regulatory, and governance perspectives. He has played an active role in the institutional development of the waste-to-energy sector in Türkiye and currently serves as the Founder and Chairman of the Board of the Waste Management and Waste-to-Energy Producers Association (TAYED).
In this role, he works closely with municipalities, government authorities, private sector investors, and international stakeholders on sector representation, policy dialogue, and regulatory processes. His professional portfolio includes municipal solid waste management systems, landfill gas (LFG) and waste-to-energy plants, biogas and biomethane projects, solar and wind energy investments, battery energy storage systems (BESS), and integrated infrastructure projects. Ali Rıza Öner also provides Owner’s Engineering (Investor Representation) services within EPC, EPC+F, PPP, and BOOT frameworks, supporting investors in managing technical, contractual, and financial risks.
He advises public and private sector institutions on carbon footprinting, net-zero roadmaps, CBAM compliance, ESG strategies, and sustainable finance. A frequent speaker at national and international conferences, he contributes to sectoral reports, policy papers, and media publications. He is fluent in Turkish and English.
